I repowered with a Suzuik 25 on my 13 SS. Love the engine...I only have great things to say. However, when I trim it, it aerates or cavitates. The shape of the hull is to blame as it has a negative angle...IMO anyway. I have seen some owners mount the OB on a mounting plate to make finite adjustments. It seemed like a good idea to a newbie.

Thoughts^

No plate is necessary on a 13. You can change the height enough as it is. Suzukis like to be mounted high. My 40 is all the way up and does not ventilate. The problem most likely is your aluminum prop.
