Hey,
I'm a new member. I need to install a new bilge pump in my 1976 Outrage 21. Just picked the boat up this past tuesday. So I know not nearly enough to sort this out on my own. The bilge that was on the boat, was disconnected for whatever reason and was just sitting on the deck.
I'm getting a new bilge pump to install, I'm just not sure where to mount the pump and the float switch. I know how to do the wiring. Just need to know where everything is supposed to sit.

Also, the storage well under the bow fills with water when I take the drain plug out. Is this normal and should I let the water continue to come out and come out to the deck, or is this a larger concern? (i.e. hull taking on water). I'll post pics of the water 'issue' later.

You need to keep the bow drain plug in. Watch it however as rain water may accumulate. Do you have a drain on the deck in front of the bow locker?

I'm not sure, I'll confirm with pictures later today. Would you know whats happening if when I throttle back, water comes splashing out from under the center console?

Yes..I am not very familiar with the 21 but I had 19 Bananas. Mine had a small sump and 1sq foot starboard stern(where I had my pump) that had a drain plug to the bottom, another drain plug that sealed off the gas tank cavity, and that is where your rigging tunnel goes from the stern to the console. If that is full of water or the plug is not installed it will flow up under the console. Although these are designed to run with no drain plugs installed, they will not be bone dry everywhere.

You do not need a bilge pump in the forward locker.
Just put the plug in and leave it there.

A bilge pump can be used in the rear sump area if a person prefers it.
As biggie mentions, you need the plug in the stern sump so water does not cover the deck.

Ok, but I'm the forward locker, of the plug is removed, water starts pouring in. Is that normal?
And where is the sump area on my boat?

Did you not read my first post? You need to keep a plug in the forward locker. check for rain water which you can drain while on plane. Where is you cover for the anchor well.? You do have another drain up front to the right of the anchor locker, those usually stay w/o plug. Do you have a sump area under the rear bench? On the 19 they are about a square foot in size. Where do your cables and wiring exit from under the deck in the stern?

I did read your first post. I do keep the plug in the forward locker, I'm asking if when the plug is removed water is expected to come rushing out. That's all on that one. and I'll check all the other areas up there later today.

The plug if removed while still will fill with water to certain point due to the drain being below the waterline. On plane it will drain. If just day tripping and nothing will be affected by water, you can leave it out. I personally do not like soggy anchor line. Without the cover you will need to keep the plug out as rain water will fill it.
