The paint is flaking off of my foot. I thought the first couple of times it happened it was that I hit something but it is getting worse. What should I do. 2013 Mercury 60hp.

That does not look like an original factory paint job. Maybe it was previously repaired?

Anyway, buy Mercury's Quicksilver 3 step repainting process. One can is primer, one black paint, one is clearcoat. If you correctly follow instructions, it will look like new. After curing for a week, you can wet sand with #2000, and buff with 3M Finessit II for an automotive type finish.

You may have to pre-sand with #220 and use some paste filler first. The primer coat is very important since it creates the bond to the bare aluminum.

I repainted both of the lower units on these Mercs using this Mercury paint system.

Fresh water or salt water? Slipped, Moored, or trailered. All can cause corrosion but you picture isn't to clear/detailed. It might be pit corrosion due to stray current from nearby docks/boat.
Is your anode corroded? Do you have an anode installed?

I have sprayed almost every time I have taken it out when I get it back home so almost the whole foot has some spray paint on it. I did not buy the boat new but it had 88 hours on it when I bought it. I may have put another 50 hours so far this summer.

50/50 salt/fresh use. My boat is always on the trailer and is washed after each use and put in the barn. The anode looks ok and the shop said it was in good condition when I had it serviced a few months ago. It does release a little white/gray dust if you brush it with your finger, I assume that means it is working.

I have noticed an yellowish streak starting on the boat itself at/below the water line that will not wash off. I have had a few Whalers before this one and none every turned yellow, even after ten years.

I did not buy this boat new and it had 88 hours on it at time of purchase, I have added maybe 50-60 more. The seller said it had always been kept inside when not in use.

The yellow staining sounds like your basic scum line - you can get it off with one of those nasty acid wash products. The one I use is called "On & Off" and it works great. Follow up with a good wash and wax to help prevent the scum line from recurring.
