1992 13 GLS w/Tohatsu 30 hp four stroke. Engine has new impeller 2 hours ago and only 60 hours total. Engine pees like it is supposed to do when running in/on the water and with muffs on during flushing. I thought I would put a tub under the motor and fill it up with water above all the intakes and let it flush while I could then use the hose to spray the boat down. Fired her up and no pee. Revved her up a little more and still no pee. Checked what little there is to check (water level above intakes) and it was. Tilted engine, removed tub, put muffs on, lowered engine, turned on hose, started her up and Pee right away. What gives?

Your water pump could be worn and will not create enough vacuum to pull the water up to the level of the pump. Another possiblity is that there is a air leak or vent hole in the pump. If you have the water level just above the intakes the pump is still a few inches above the water and any of the above would prevent it pumping.
