My 1972 13 Sport has a 1994 25HP Merc (not a tiller model). On the last couple of outings, when I hit the starter key I get nothing (maybe a click not sure) try again and it fires right up. The last time I was out on the lake I had just backed the trailer down in the water and was about to crank up and back off the trailer, it happened again this time just for chance sake I moved the throttle to make sure it was in neutral, I hit the key and she started up.
I'm not sure how to isolate the issue, to see if my problem starter related or neutral safety switch related. Any advice would be appreciated.

There is a neutral start switch in the throttle binacle and if the throttle is not in exactly the right position the motor will not start. However, you said there is a "click" which makes me think there may be a loose connection in the starting circuit causing low voltage to the starter. The first step I would take is to remove each wire from the battery and clean up the terminals. Then I would clean the terminals inside the engine cowling.
