I have a 1989 Outrage and I don't generally use much gas every trip out. I add gas every time I run my boat, usually 15 to 20 gallons and also always fill tank when I return.
My question is with a 63 gallon tank should I after a while drain the tank and put fresh gas in?
I have always filled my tank after use to keep down condensation and have never seen any water in my water/fuel filter.
Another thought was just filling the tank half full and that way would have fresher gas.
I add stabil every time I fill up.
This question may have been asked before and if so I apologize.

I use my boat about five times a year.
I keep it at the coast in a garage about 250 miles from where i live.
Also I should have added I run a 150 Suzuki 4 stroke.

I think you are doing everything right. Keeping the tank somewhat full reduces the risk of condensation, and the Stabil prevents varnish from forming in the gas.

I've run Startron fuel stabilizer and Stabil, Ive done both in heavy dose's every fuel up, never once have I had a problem.
