im thinking of switching out motors on my 13ft whaler. I currently have a 1975 mercury 40hp and I wanted a newer motor. Not sure exactly how low of hp I should really be putting on it.

All depends what you use your boat for. A 25 would be my lowest

A Standard 13' like you have has a max rating of 20hp and min of 9hp.

I have a 40 hp and I am gonna use it for mainly fishing. Debating a switch to a newer 25 hp.
