I'm looking at a 1996 Dauntless 20 with a 1996 evinrude 175 hp 2 stroke that has been starting hard what can make's that happen and what could be the fix.

It could be any number of items, some a quick fix or others costing $$$$.
Improper starting procedure, 2 strokes can be fussy.
Bad/dirty battery cable connection
Weak battery
Linkage misalignment
Dirty Carburetors
Old/dirty spark plugs
Et.al.

Do a compression check as that can be a telltale sign...

My hard to start Yamaha 90hp 2 stroke was due to my incorrect application of choke/throttle application and later due to an old splice in the battery cable.
My point is, it is not a quick solution, investigation and elimination of factors is the only way to really know.
A compression check/leak down test is
strongly recommended before buying a used motor.

One simple thing is that older two strokes with carbs usually start better when trimmed all the way down. At least my yammie does.
