I have a 15' Whaler and need to replace the steering cable. I am having trouble locating the old style plastic coated cable, any ideas?

Teleflex.

You can buy the cables at just about any boating supply place like West Marine, etc. or online at many other sources.

I am guessing you have pulley steering? If so, check out lowes or your local hardware store. if there isn't one close, then order from a marine supplier.

Bring a sample with you to ensure the correct diameter.

I don't believe the 15's ever used the pulley and cable system?

I have never owned a 15' and never looked that close but I assumed they always used the single teleflex cable.

I don't see pulleys on this 1976 Sport 15' which is the first year they were produced...
