I bought a 1976 15' whaler here in France, and I'm wondering where I can find parts for it. Anyone in France?

I need to replace the transom drain tube, and I'm also interested in finding original side and bow rails. Mine has just some very short side rails.

Your options for the rails are, ebay, someone parting out a boat or having a new set made. If you want to have them made I would look for a company local to you that does that work and see about having a set made.
The drain tubes you can replace with brass tubing from a plumbing supply company. Here is the info for McMaster-Carr but a local supplier should have the tubing and orings- just give them the sizes.

There is a good chance a local boat supply store in your area has the tubes.
There is a bit of a special technique to installing them. If you do a search you will find many threads where members did the replacement themselves.
