I have a 13' standard. I've found a 2005 25hp Yamaha 4 stroke but it's set up for remote steering, and I'd want to convert it to tiller steering. Is this very hard to do? Could I just go to my friendly Yamaha dealer and he'd have a kit for it?

I'm sure there would be a kit for it, but I rather suspect it'll cost more than you're spending on the motor! In most of these situations, it's better to just keep looking until you find what you need.

I once dropped my 4 hp Yamaha and broke the tiller handle. Just the handle s $90. This is only a little 4 hp.

Try finding all the parts you need at boats.net before going to the dealer add it up and then you will know how friendly your local dealer is.
