on my newport 17 there is what I would call a rubber covering on the bottom of the v hull. It starts about 3.5 feet from the bow eye and is about 5 feet long. It looks to be some kind of protective V guard is this OEM and can it be replaced.

No keel guard was not OEM. It can be bought at any marine supply store if you want to replace it. Warning....you may find some damage under the existing keel guard. Some people slap that stuff on there to cover up keel rash or impacts instead of fixing it properly.
