Would like to hear from you that have done this.I have a 1986 17’ GLS with a bow mount but more challenging on 18’. I think the Whalers of this era were the highest quality boats ever made but the failure to consider bow mount motors a big disappointment....
Many owners have installed a bow mounted trolling motor on the Outrage 18,20,22 and 25's.
You have several choices regarding the bow rail. Remove entirely, cut out a section or add a hinged section.
As for power, wiring a outlet on the console front wall and fabricating a heavy duty extension cord with the appropriate ends avoids breaching the hull.
I added one on my Sakonnet without cutting , hinging or removal of rail and will be doing the same on my 1986 Outrage 18. Takes lots of trial fitting , test deploying, etc.

I just started a new post on installing trolling motor on Outrage 18. The Administrator suggested that I use search feature and I found your post. I'd truly appreciate any photos of your install and how you mounted. Without ability to bolt, did you simply use screws only? Thanks in advance...Tommy
