Yes.
Doing a search on this forum will bring up many posts on the subject. Up/down trim of the motor will also affect steering trim. Moving the rear of the steering trim tab will have the opposite effect on the steering pull.
A Google search brought 33,000 hits for "outboard trim tab adjustment" and you can read or watch video for days.
