It's a 13, right? You don't need tank hold downs if you put them behind the seat. That's the smoothest riding place in the boat. Just throw some rubber mats underneath to protect the floor.

For the battery, I wonder if you can put it in a battery box under the seat and use a strap around the box and seat both? Otherwise you might have to find a friend to anchor it to the floor somewhere.
