In your case, I would use a dremel tool or something similar and grind off the flare inside the sump area.
This tube will need to come out from the outside of the boat.
You may need to pound it out and/or pull it out at the same time.
This is a long tube. Try twisting it to break it loose if necessary.
You can also try splitting it length wise as much as possible to collapse the inside of the tube.

No matter what, this tube is history so the main thing is to get it out.
Then you can put a new one in.
