two problems that I see, the first is the boat should have a 20 inch outboard,not a 25. That means that you should be at the top of your jackplate with no place to adjust. Any reason you got a 25 inch shaft, rather than the 20 inch shaft?
The other problem, is that using a jackplace will place the weight further aft, that changes how the boat sits in the water and will always make the stern sit lower. on my 18, the stern sits 2 to 3 inches lower with the jackplate than without.

Can you convert the Suzuki to a 20 inch rather than a 25 inch shaft? and then hang it back directly on the transom?
If you can't do that than get CMC's Vertical extension that gives you 5 inches of lift but no setback. The boat will still sit lower but mostly from the additional weight, not a combination of the weight and the setback.

Also, remember that any brackets add weight as well.
