I'm just down the road from you here in St. Augustine, FL. I have a 1984 version of your Outrage 18. The bow chock on these boats is rather robust - which I like - and I have looked at mine many times wondering the same thing. The four fasteners are 30 plus years old and I have no way of knowing how to "unscrew" them. You may need to talk to some professionals at maybe Oasis Boatyard here in St. Augustine or some other boat works in JAX. Based on your personal page, your Outrage looks very good - condition exceptional. Best I've seen around here. Does your rub rail really need replacing? Looks good from the pics. Remember that the fittings at the stern would need to be taken off too.
