I looked up the boat and see you have flush mount 30 degree rod holders. I would get some aluminum downrigger gimbal mount brackets and either attach the swivel mount rod holders directly to them or attach a mounting rail onto a couple of the gimbal mounts on the same gunnel. Then work from the rail. Starboard is not structural. That or a professional well installed stainless rail set up. I would not be drilling into the boat if at all possible.
