Because your Outrage is a 2004 I assume the hull side inner liner runs down from the gunnel to the deck, ie. the hull sides are solid fiberglass and foam. If that is correct installing gunnel mounted rod holders may require some special details to avoid exposing the foam to the elements.
I've seen gunnel mounted rod holders with drain fittings on the bottom which allow tubing to be used to route water to the deck or bilge. That really complicates the installation. For that reason the several rod holders I've added to our 190 Montauk are rail mounted.
