Are there any tricks to restoring the polish off the railing mounts or other hardware? Or my only option to buy new hardware? Was not sure if there was a way to polish the existing hardware to bring back the shine or once it goes, its done?

If you can't get the shine back with typical methods, you can get the parts re-chromed.
Look for an awards shop for chroming services.

Is the railmounts chrome of stainless? I thought I read someone could electropolish stainless.

I think the rail hardware is plated pot metal, and can't be re-chromed. So the only option is to cut the rails to replace some of the fittings

I think its chrome because of the green that is showing up, but not sure.

That can be cleaned up with a hand drill and a brushing pad.

Any product in particular/tool you like to use? I was going to get a quote to have it rechromed/cleaned up locally here.

cloth type buffing wheel with compound for your drill or bench grinder, but it won't be 100% like the original chroming job did on the hardware. Yes the railing is SS and could be brought back to a shine with elbow grease, high number compound/polishing paper, etc. like getting an old car paint job or gel coat back to mirror finish. Many youtube video's of how to.

Check out the project page by Bottomfish & his 1983 Montauk renovation. His method of doing the rails and mounting them is brilliant. Yes will take some welding by a shop but the result is much more secure and no rattling of all the stations & stand-offs. No future corrosion either. I will adapt his solution in my Montauk renovation.
