Spend some time on the Petit site. With the information there you should get a good idea whether or not the Hydrocoat will cover your existing paint successfully.
I suspected the paint on our 13 was a vinyl based paint. It didn't chalk so that was a clue and it was hard, so two clues. The Hydrocoat applied easily and clean up was a snap. The 13 is so small that I bought quart cans to avoid waste.
