A friend has a beautiful 22 Whaler Drive Cuddy and it has a 400 HP rating plaque on it. Evidently BW did make some 22WD's with the 400 hp rating, but dialed it back to 300 after deciding 400 was too much power. I think they were correct.

As for the original post, I think the recommendation to look at a pair of Mercury 115 ProXS 4-strokes (about 125 HP) is good advice. They are light weight and just as powerful as the heavier, old Suzuki 140's, and even have more cubes. I just recently saw pricing here, and after the $500 instant rebate, are only $8000 each, an excellent deal. With shipping (and no sales tax) and local rigging, you should be able to get the pair for 19K complete. If you can hook up the rigging yourself (Mercury furnishes complete instructions on how to do) you can save even more.
