The wheel is on a tapered shaft.
Wiggle it and pull it towards you.
You may need to soak the shaft with WD-40, PB Blaster, or similar product to remove it.
You have what appears to be mechanical steering and not hydraulic.
I have not seen that type so I have no idea how to remove the cable.
