Where can I buy a replacement cooler/seat that has the fixtures on both sides that the bungee cords are placed onto to hold it down? All coolers I've found have handles on the sides but no pieces to place the bungee cords on.

Those pieces are special from Boston Whaler.
If you look through the OEM Part Photos link on the left sidebar you will see "Cooler Hooks" and the info...

The cooler is a standard Marine Igloo Cooler in 94qt size.
