Anyone know where I can get a replacement for the strap that secures the rear seat hatches?

Maybe it is another boat he/she just bought?
We don't know unless they tell us.

Remove the other strap. Take it to an upholstery shop. Ask them to make you a new pair. Replace both because if one failed the other is likely not far behind.
IMO you will not find a new one anywhere.

IRT your query about rear seat hatch straps, the Whaler drawings for 1999 Dauntless 16' seem less complete than for later models.
You could try the parts listed on the Whaler website for 2003 160 Dauntless. bostonwhaler.com>Whaler Ownership>2003>Dauntless>160 Dauntless>Diagrams>#10 Stern Deck Assembly and #11 Stern Deck Assembly Parts List.
I will attempt to send my pdf copies of these documents to the email address listed above. I believe that you are looking for parts #41, 42, 43, and 44 on those diagrams. Obviously potential differences exist between 1999 and 2003 models, but the rear deck assembly seats look substantially similar.

You can make a replacement out of webbing strap, finish washer, machine screw and a barrel nut.
Here is the diagram.

Webbing will work very well. Our 1999 Dauntless 16 had vinyl upholstery straps with a snap. If I needed to replace them I would use the webbing solution. They may not last as long due to UV exposure but they are so simple to make it's almost irresistible. Just remember to melt the cut edges so they won't unravel.
