how important is it to use all the cleaners when I'm going to sand everything down anyway? Can I just sand down multiple levels and apply the Cetol coats? Thank you!

If the teak is well cleaned before sanding less sanding may be necessary. Cleaning requires less effort than sanding in my experience.

Cleaner brightens the teak as well but also raises the grain which in turn means more sanding.

Try sanding first and see how clean it gets without removing too much. If that doesn't work , use the cleaner. The 2 part cleaners do remove a small layer of the wood.
