I have a 19 low pro which I discovered that the center console rail is one inch taller that the garage door opening. I really thought it would clear but didn't put into account the garage floor raising as you go in. I am looking for ideas to remove the rail or lower it for the garage storaging. I know they must make something that will work but I can't find anything online.

Could you drop the trailer tongue as you roll it into/out of the garage?
Or use a smaller rim/tire set on the trailer?
Sometimes the height of a boat can be reduced on a trailer by adjusting the bunks.

Are your trailer springs on top of your axles or underneath? You may be able to lower it if the springs are mounted on top of the axle. Drop axle? I would like to see pictures.....you may be able to install some hinge fittings and swing/pivot your assembly out of the way. Maybe some other ideas once seen.

if it is really an inch, how about letting most of the air out of the tires as a temporary, "quick" fix?

You should be able to lower it more than an inch
by reversing the main leaf of the leaf springs.
Usually the ends of the springs curl up,
reverse means they curl down.
It's an old hot rodding trick.
You could do it yourself,
by removing the springs,
unbolting all the leaves,
re-arching the main to match the curve the opposite way,
than putting back together.
Do a search it's not that hard,
some guys use a big hammer and vice,
I use a cheap harbor freight tube bender with the jack.
Anyway seems easier than tearing up your boat!

I presume you need the trailer to stay hooked up to the vehicle.
Two suggestions:
#1
Buy a hitch with a big drop and switch it out in the driveway. If the hitch is now even, go with a 5" drop. That should give you what you need.

Cut the rails and add quick disconnect pins.
