I was wondering if anyone has had any experience with the following...

I have a 1984 Outrage 18. The person i bought it from had re-done the tank and deck. Today i was inspecting under the console where the wiring tunnel comes up through the deck into the console. There is a small plastic collar that is screwed into the deck and looks like it serves as a way to keep water getting into the tunnel. The interesting part is that the collar was cut in two, so one side is intact but the other is gone leaving the hole into the tunnel completely flush to the deck(which would possibly let water into the tunnel). Questions is, is there supposed to be a full collar around the hole going into the wiring tunnel?

That is normal. It is a 1/2 collar.

Looking at the photo's that I took when I removed the tank cover on my 1990 Outrage 19, same hull as the 18 footer, to rebuild the tank cover, the wiring collar is a "whole" one not a half. I took great pains to remove it so as not to damage it. Hmm must be a design change somewhere.

No, you are probably correct.

There is another whole collar on the floor (shelf) of the console.

Then there is a half collar on the floor (fuel tank cover) itself.

Hi Joe, mine was just the opposite with having the whole one in the "deck cover" to the rigging tunnel and the half in the floor of the console to allow the wires and cables to have a better entry into the console so not binding or sharp turns. If I can figure out how to post a pic of when I had the console out, standard old fashion photo, I'll post. The half collar would allow water to enter into the rigging tunnel and fuel tank cavity, and the plywood backing would rot out quicker. Wish I still had the boat but, went with the newer 1999 Outrage 18 that has more interior room.

During my overhaul, I took the rigging collars on my 1991 Outrage 17 and fabricated them into one complete collar for the rigging tunnel opening to keep the water out.

To me this was a design mistake for those who ship significant water into the boat (stuff the bow).

Note: The cutout in the plywood cored deck cover was not even sealed.
