Can someone tell me what this fitting is, and if it can be obtained as a part? I guess it is for the rail mount stanchion?

The part is a stanchion backing plate. You can buy one at Specialty Marine. http://www.specialtymarine.com/BOSTON...-p153.html

It resembles the through hull holding the middle side rail stanchion to the hull of my Sport 13.
