the backrest on my drivers seat pivots (rear or forward facing seat) on a plastic piece that is attached to the seats frame. This is broken and I don't know where to begin looking for a replacement part. Don't even know what to call it.

Contact your local whaler parts desk. They should be able to track it down.
The part is not listed since the seat is one complete unit. From a 1998 model sheet:

If not available, I would modify the support to not use a plastic part. That is a really piss poor design.
I would look at bimini top end caps for a start. They make this that might work in either a 7/8 or 1" diameter.

Thank you for the help, I like your idea of trying the Bimini piece if the part is not available.
