I just got a quote from Mills for a mooring cover w/ bow rail & side rails for $949. Is this the only mooring cover option worth considering? I already have the console and bench seat covers but want a full cover for it while it's in a slip.

FWIW, I bought a cover from Cabelas that far exceeded my expectations. I don't remember for sure, but seems that it was about $250. It has been used two winters on my boat which is under cover, but in the marina and it still looks new.. It fits my 2007 Outrage 190 perfectly Bird doo and dirt wash off with just a spray. No regrets.

Check Carver Industries. Model year and options are necessary.

Can I ask where you got the bench seat cover? I just replaced the RPS seat and would like to keep it looking new.

check RNR Marine for a less pricey cover. Sunbrella fabric too, IIRC. Think they have RPS covers too.
