Hi guys

Is this some kind of tank protector or it is used for uncharging static electricity?

It is conected with tank on my outrage 17 1991 and cap for reservoir

I think that tank is aluminium?

It's a ground to prevent spark from static electricity. It appears there was no bedding compound at the screw hole, just inviting a leak.

The factory grounding for the fuel fill and the tank was via wires that attached to this anode which was attached on the exterior of the transom, below the waterline.

The anode is no longer available.

Members who have sought a replacement have been advised to route the ground wires to the negative post of the battery. Since the engine has a negative wire connected to the battery, it serves as the ground.

This is the current Whaler factory grounding design.

The fuel tank in the 1990-1995 Outrage 17 I is a 32 gallon aluminum tank produced by Florida Marine Tank, Inc. A new tank is available from FMT.

can I use normal copper wire for grounding? put it to stern in water

I don't think you can use a normal piece of copper and attach it to the back of the boat and expect the same performance, the reason the original piece of copper was designed that way was to increase the surface area of the grounding rod. All those crevices on the grounding "puck" increased the surface area.

No. Don't do that.

You want to use marine tinned wire for the boat. I don't recall the gauge of wire for the ground, I rewired my boat a few years ago.

Cut a 2" long piece from your boat and take it to a local marine supply house and size it.

I recall my boat (1991 model) had the fill ground wire ran to the tank and attached with a ring connector. From that same post, a second wire ran to the stern. You need to fish the wire to the battery.

I would (and did) just wire the ground to the negative side of the batteries.

If you want to replace the old style disc, see if you can find an old-stock something on eBay like this:
