1999 outrage with e-tec 250 hp
New boat to me. Several issues...

Thinking my trim tabs are not working. (Since they aren't moving :))

What should my trim gauge look like at speed?
Currently is indicating right at the bottom of the gauge.
Should it be in the middle if trimmed properly?

What year is the E-TEC?

There are 3 families of gauges, what do you have? Is it a stand alone or multifunction?

Do you have the engine owners manual?

I have the same issue with my BRP Etec gauges (monitoring a 2012 300HP). I think I have the "Tech" series, and both the trim gauge and temp gauge are incorrectly calibrated (needles remain at or near bottom of the scale when running at cruising speed trimmed up).

The owner's manual contains no information on calibrating these gauges. If there was an owner's manual with the gauges, the guy who rigged the boat didn't give it to me.

The analog trim gauges work off a mechanical switch on the motor bracket. Typically it is installed on the inside of the motor bracket or installed on the tilt tube.

My F115 had a broken trim indicator stop (installed on the tilt tube).

I would first inspect the wiring connections on the back of the gauge. Next I would find the trim indicator on the engine.

I would expect the gauge to be showing all the way down when the engine is trimmed in completely and 3/4 or more when trimmed out at speed.
