Bait wells fill up with water at the mooring

1978 20' Outrage. The bait wells under the p & S hatches constantly fill up with water at the mooring. It's usually from rough tidal seas due to wind and/or rainwater. The Perko scupper rubber discs are flat and are in decent condition. Also in the bait wells are screened outlets aft. Any assistance would be appreciated. The aft stern bilge plug when pulled at low tide has very little water.
