This LAW goes into effect on NOV.1st 2009. ALL owners or operators must ensure that EVERYONE on board is wearing a properly fastened USCG approved wearable PFD of an approriate size when the vessel is underway. again, law goes into effect NOV. 1st 2009 That's the "Scuttlebutt" ! shoot me an e-mail/P.M. if anyone want's to see the announcement from the USCG that I got. New York has made a wise choice in amending its Navigation Law to include PFD use. The critics will advance all the same 'personal choice' arguments used by the opponents of motorcycle helmets, but the statistics will show a decline in cold water fatalities.
